Governance means different things to different people. Governance is not a single step or activity that you can perform in isolation but is a holistic approach to conduct the policy, actions and affairs of the governed.  

IT professionals developed many techniques over the past 25 years starting with “Structured” techniques in the 80s, Project Management, Software Engineering, Service Levels Management, Policies and Procedures, Review and Audits, IT General Controls, Application Controls, Financial Controls and so forth. Each technique focused on one aspect of IT and did not know how to exchange notes or collaborate with other techniques.
